Did Arab leaders tell Palestinians to evacuate in 1948?¶

Short answer: In some documented cases, yes; as a general explanation of the Palestinian exodus, no. The claim that "Arab leaders ordered Palestinians out, so their displacement is their own leaders' fault" and the counter-claim that "every Palestinian was expelled at gunpoint" are both false as universal statements. The scholarly record shows four distinct mechanisms operating at once — and the honest version is more instructive than either slogan.

What the record shows¶

Flight from war: Large numbers fled combat zones, as civilians do in every war — especially after atrocity reports spread [SCHOLARLY CONSENSUS across the historiography; see Document 9]
Evacuation orders and calls — documented in some places: Local evacuation calls are documented in certain areas (Haifa is a partially documented case). But claims of a blanket evacuation order — such as a Mufti order to leave Jaffa — lack credible contemporaneous documentation, and in most documented cases the Arab Higher Committee actually urged civilians to stay [PARTIALLY DISPUTED / Majority position held — this calibration follows the historiography; see Document 9]
Expulsion by Israeli forces — documented: In specific operations, Israeli forces expelled Palestinian populations — Lydda and Ramla (July 1948) are the clearest documented cases [DOCUMENTED via Israeli military records, participant accounts, and the academic literature; see Document 9]
Negotiated staying: Some communities negotiated and remained — Nazareth's leadership negotiated terms during the city's capture (July 1948), and roughly 130,000–150,000 Arabs remained and became Israeli citizens [VERIFIED via Israeli census; Document 9]

The scale: 600,000–750,000 Palestinians were displaced in 1948 [ESTIMATED from UN Mediator (~726K), Israeli estimates (~520–700K), and Morris (~700K)]. No published scholarship credibly assigns per-mechanism totals — beware any source that gives you precise percentages per cause [see Document 9's note on this].

Why the calibrated version matters¶

The "their own leaders told them to leave" claim is a load-bearing talking point precisely because it contains a documented kernel — and overclaiming it hands critics an easy refutation that then discredits the true parts. The same is true in reverse for "it was all expulsion." The four-mechanism account is what the evidence supports, and it survives hostile checking from both directions.
