Iran — The Revolutionary Theocracy¶

The Short Version
Iran is a ~90-million-person Persian, Shia-majority civilization-state — not an Arab country — governed since the 1979 Islamic Revolution by a theocracy in which an unelected Supreme Leader (Khamenei since 1989) and a vetting Guardian Council sit above an elected-but-filtered president and parliament, with the IRGC as a parallel military-economic power. Its external record is heavy and court-documented: the sponsorship of Hezbollah and the attacks that flowed from it (the 1983 Beirut barracks bombing, 241 US service members killed; the 1994 AMIA Jewish-center bombing in Buenos Aires, 85 killed — both attributed to Iran by US and Argentine courts), a decades-long program of assassinating dissidents on European soil (the adjudicated 1997 Mykonos verdict), and a central role propping up Assad through atrocity-level siege warfare in Syria. It is the primary arms-and-funding patron of Hamas. At home it is the world's top per-capita executioner (a record ~1,639 executions in 2025), carried out the 1988 prison massacres (thousands killed), crushed the 2022 "Woman, Life, Freedom" uprising, and systematically persecutes the Baha'i, Kurds, and Baloch. On the genocide question the disciplined answer is precise: Iran commits documented persecution and makes documented eliminationist rhetoric toward Israel, but no court has adjudicated either as genocide — and the most-quoted line, "wipe Israel off the map," is a demonstrated mistranslation. And the strategic ground has caved in under it: Hezbollah shattered (2024), Assad's regime fallen (December 2024, severing the land bridge), and Iran forced into direct war with Israel and the US (the June 2025 "12-Day War," which struck its nuclear sites) — leaving the "Axis of Resistance" at its weakest since inception.

Part 0 — The lead, from the verified record¶
1. The dual record, held to one standard. Iran is the region's leading state sponsor of anti-Israel armed violence and a documented, severe repressor of its own people — women, Kurds, Baloch, the Baha'i, protesters. A profile that names only one fails the test [ANALYTICAL FRAMEWORK].
2. The "resistance" self-image against the documented record. Iran's governing narrative casts it as the vanguard of "resistance" (moqawama) defending the oppressed. The record complicates that on its own terms — the "resistance" has functioned as an instrument of Iranian state power whose victims include Israeli and Arab/Muslim civilians, run by a government among the most repressive toward its own citizens. Part 1 — What Iran is¶
~90 million people; predominantly Persian (not Arab) and Persian-speaking, with large Azeri, Kurdish, Baloch, and Arab minorities; Shia-majority (~90–95% Twelver Shia) [VERIFIED]. The only Shia-Islamist theocratic republic, seeing itself as a civilization-state with continuous statehood back to the Persian empires. The pre-1979 arc: ancient Persian empires; the 1953 CIA/MI6 coup (Operation Ajax) overthrowing democratically elected PM Mohammad Mosaddegh after he nationalized Anglo-Iranian oil (a documented Western subversion of an elected government, recorded here at the same one standard the corpus applies to every actor); the Pahlavi Shah and the SAVAK secret police [VERIFIED/DOCUMENTED].
The 1979 Islamic Revolution overthrew the Shah; Ayatollah Khomeini established the Islamic Republic on velayat-e faqih (guardianship of the jurist) — a supreme clerical jurist holding ultimate political authority [VERIFIED]. The system:
- Supreme Leader — head of state, commander-in-chief, ultimate authority over the military, judiciary, media, and IRGC: Khomeini (1979–89), then Ali Khamenei (1989–present).
- President — an elected but subordinate head of government whose candidates are vetted (currently Masoud Pezeshkian, elected July 2024; predecessor Ebrahim Raisi died in a May 2024 helicopter crash).
- Guardian Council — 12 members who vet all candidates and can veto legislation, routinely disqualifying reformists, hollowing out the elected element.
- IRGC (Revolutionary Guards) — a parallel armed force, controller of the ballistic-missile program and (via the Quds Force) the external proxy network, and a vast economic conglomerate; it oversees the Basij militia used for domestic repression. [VERIFIED; the IRGC's economic share is an ESTIMATE]
Part 2 — The atrocity and rights ledger (one standard)¶
The genocide question, answered precisely
Iran commits documented persecution — of the Baha'i since 1979, and of protesters and minorities (a UN Fact-Finding Mission found the 2022 crackdown amounted to crimes against humanity) — but no court has adjudicated any of it as genocide. Iran's leadership also makes documented eliminationist rhetoric toward Israel (Khamenei: Israel is a "cancerous tumor" that "will be uprooted"), and some named scholars (Irwin Cotler, Elie Wiesel) have argued it meets the legal threshold of incitement to genocide — but that is a contested legal argument, not an adjudicated finding. And the single most-quoted line, Ahmadinejad's 2005 "wipe Israel off the map," is a demonstrated mistranslation — accurately, "this regime occupying Jerusalem must vanish from the page of time" (regime disappearance; he used the same idiom for the Shah and the USSR); critics counter the sentiment is eliminationist regardless.
One asymmetry must be stated plainly: in the Iran–Iraq War the chemical-weapons atrocities were committed by Iraq against Iran — Iran was the CW victim, not the perpetrator — and do not belong on Iran's ledger.
So "Did Iran commit genocide?" — documented persecution and documented eliminationist rhetoric, yes; court-adjudicated genocide, no.
- The Iran–Iraq War (1980–88) [DOCUMENTED/ESTIMATE]: ~1 million combined dead (a rounded figure; the real range is wide). Iran's own conduct: the Basij recruited child soldiers for "human wave" attacks and minefield-clearing (the plastic "keys to paradise"). Iraq's conduct, not Iran's: the chemical-weapons attacks (kept off Iran's ledger, per the box above).
- The terror / proxy record [DOCUMENTED — court findings; Iran denies]: US State Sponsor of Terrorism since 1984; the 1983 Beirut barracks bombing (241 US service members killed; Peterson v. Iran found the attack carried out by Hezbollah at Iranian direction); the 1994 AMIA bombing (85 killed; Argentine courts ruled in 2024 that Iran ordered it and branded Iran a "terrorist state"); the adjudicated Mykonos assassinations (Berlin 1992; the 1997 verdict found the killings ordered at the highest levels of the Iranian state); and disrupted plots on US and European soil (Arbabsiar, 2011; Assadi/Belgium, 2021).
- The Axis as an instrument of atrocity [DOCUMENTED]: Iran is the primary arms-and-funding patron of Hamas (scale figures such as ~$100M/year are estimates); and it was the material-and-manpower prop of Assad through siege-starvation warfare the UN Commission of Inquiry characterized as war crimes and crimes against humanity, naming IRGC and Hezbollah forces among the perpetrators (primary perpetration sits with the Assad state; Iran's entry is sustained, knowing support and direct participation).
- The nuclear program & the June 2025 war [VERIFIED/DOCUMENTED; extent DISPUTED]: enrichment reached 60% U-235 (a step below weapons-grade); the JCPOA (2015) capped it, the US withdrew (2018), and Iran breached the limits from 2019. The 12-Day War (June 2025): Israeli strikes from June 13; US strikes on Fordow, Natanz, and Isfahan on June 22 (B-2s with bunker-busters); a telegraphed Iranian strike on Al Udeid in Qatar; a ceasefire June 24. Centrifuge infrastructure was heavily degraded, but the fate of the ~440 kg 60%-HEU stockpile is unverified (the IAEA has lost access), so "the program was destroyed" is not settled fact.
Part 3 — Governance and the domestic record¶
[DOCUMENTED throughout] Iran is the world's top per-capita executioner (second in absolute numbers only to China): ~975 executions in 2024, a record ~1,639 in 2025 (Iran Human Rights' conservative floor; other monitors up to ~2,228), with ~900 already by mid-August 2026 — driven by drug offenses and a post-war espionage crackdown, on vague charges (moharebeh, "enmity against God"; efsad-e fel-arz, "corruption on earth") and widely reported torture-extracted confessions. The 1988 prison massacres executed thousands of imprisoned dissidents (~5,000+, unadjudicated; the late President Raisi was named by rights groups on a Tehran death commission). Compulsory hijab and the morality police; lethal protest crackdowns — the 2009 Green Movement, 2019 "Bloody November" (~1,500 killed), and the 2022 "Woman, Life, Freedom" uprising after Jina (Mahsa) Amini's custody death (~500+ killed, ~22,000 detained; a UN Fact-Finding Mission found crimes against humanity). Systematic persecution of the Baha'i (barred from university and employment, with a documented 2025 escalation) and gross execution over-representation of Kurds and Baloch (cross-ref Document 42); pervasive censorship and internet shutdowns; and a post-June-2025 espionage crackdown (~21,000 detained). Part 4 — The alliance map¶
- Israel [VERIFIED]: Shah-era quiet ties were inverted by 1979 into existential enmity (Israel as the "Little Satan"); the decades-long shadow war (the Stuxnet cyberweapon; the assassination of nuclear scientists, Fakhrizadeh in 2020); the 2024 direct exchanges (Iran's first-ever direct strikes on Israel, April and October 2024); and the June 2025 12-Day War. Iran is the organizing hub of the anti-Israel axis — the load-bearing fact of the relationship. On October 7, one standard: Iran's patronage of Hamas is documented fact; operational foreknowledge or direction is unproven (the US ODNI assessed in February 2024 that Iran "did not orchestrate nor had foreknowledge," a judgment contested by later reporting on captured documents) — the two are not presented as equivalent.
- The Axis, now gutted [VERIFIED]: Hezbollah shattered (the September 2024 pager attacks; Nasrallah killed); Hamas militarily gutted (Haniyeh and Sinwar killed in 2024); the Houthis (Red Sea shipping attacks, then a 2025 pullback); Iraqi Shia militias; and Assad's Syria — the land bridge that fell in December 2024, severing overland resupply to Hezbollah and turning setbacks into strategic collapse.

Part 5 — How Iran fits the dialogue¶
[ANALYTICAL FRAMEWORK] Applied evenhandedly, the evidence supports two conclusions that Iran's defenders and critics each prefer to hear alone: (1) Iran is the region's leading state sponsor of anti-Israel armed violence — it built, armed, funded, and coordinated the network of groups whose stated and practiced purpose includes attacks on Israel and, in documented cases, on civilians; and (2) Iran is a documented, severe repressor of its own people — the 2022 crackdown, the executions, the persecution of women, Kurds, Baloch, and the Baha'i. A profile that condemns the proxies but stays silent on the domestic repression, or vice versa, fails the one-standard test. The "resistance" self-image is Iran's claim, not the wiki's description. And the through-line as of 2026: Iran is more isolated, exposed, and dependent on Russia and China than at any point since the Iran–Iraq War — its proxy model broken, its nuclear calculus (restraint versus a dash for a weapon) the central open question [ANALYTICAL/DISPUTED].
Part 6 — Conclusions the record supports¶
The leading sponsor of the axis arrayed against Israel and a brutal repressor at home; documented persecution and documented eliminationist rhetoric, but genocide unadjudicated in both forms; the chemical-weapons victim of the Iran–Iraq War, not its perpetrator; and, by 2026, a revolutionary theocracy whose entire regional project has collapsed in twenty months. One standard records all of it.
