The Short Version

The Middle East is the most water-scarce region on Earth — roughly 6% of the world's people, about 1% of its renewable fresh water — so you would expect it to be fighting wars over water. It mostly isn't. The biggest disputes aren't the ones that go viral: they're Egypt versus Ethiopia over the Nile and Turkey versus Iraq and Syria over the Euphrates and Tigris — each involving far more people and water than the Israeli-Palestinian water argument that dominates Western feeds (that one has its own page, Document 32). Ethiopia just finished and opened Africa's largest dam on the Blue Nile in September 2025 with no treaty in place, over the objection of an Egypt that draws about 97% of its water from that river — and still, after fifteen years of "all options are open" rhetoric, not a shot has been fired. That is the pattern, not the exception: across 4,500 years the systematic record shows cooperation over shared water outnumbering conflict roughly two-to-one, and the last outright war fought purely over water was between two Sumerian city-states around 2500 BCE. Water does kill — but mostly as a weapon (ISIS seizing dams, sieges cutting off supply, war wrecking Yemen's water into the largest cholera epidemic ever recorded) rather than as a prize armies march for. The honest takeaways: scarcity is real and worsening, the law governing shared rivers is thin and unenforceable, "existential" is a political word that outruns the hydrology — and the reason the water wars keep not arriving is that thirsty states have mostly chosen to engineer their way out (desalination, water reuse) rather than fight.

Part 0 — The lead, from the verified record

1. The region's real water conflicts have no Israeli party. The Nile (Egypt–Ethiopia–Sudan) and the Tigris–Euphrates (Turkey–Syria–Iraq) each place well over 50 million downstream people under the decisions of a single upstream state, and each is governed by no binding treaty at all — a far larger and more lawless set of stakes than the heavily-lawyered Jordan basin that dominates online argument [DOCUMENTED]. The most-discussed basin is the best-governed and the smallest.

2. The "water wars" prophecy has largely not materialized. Part 1 — The scale reframe

The finding printed plainly: the most-argued-about basin is the best-governed and the smallest; the least-discussed are the biggest and the most lawless [ANALYTICAL FRAMEWORK — from the tagged record below]. Everything that follows is the evidence for that table, row by row.

Part 2 — The Nile and the GERD [the largest dispute]

The dam [VERIFIED — dam specifications and timeline]

The Grand Ethiopian Renaissance Dam sits on the Blue Nile in Ethiopia's Benishangul-Gumuz region, roughly 15–30 km from the Sudanese border. Cost ~$4–5 billion (originally budgeted near $4B, reported near $5B after overruns — state the range, not a single number). Installed capacity ~5,150 MWAfrica's largest hydroelectric plant — a figure revised downward from an early ~6,000–6,450 MW announcement after the turbine array was reconfigured (note this: a reader may cite the older number). Egypt draws ~97–98% of its renewable fresh water from the Nile and sits below the UN 1,000 m³-per-person water-scarcity threshold — commonly cited around 500–600 m³ per capita, with projections falling further as its population passes 110 million. That scarcity is real and largely independent of the dam — the GERD interacts with an already-stressed baseline (figures that trace to Egyptian government sources are flagged; they are corroborated by FAO and independent analysis).

Egyptian officials, including President Sisi, call the Nile "existential" and a red line. That is Egypt's political framing; whether the dam is existential is disputed by hydrologists, and the distinction is load-bearing:

  • What the peer-reviewed hydrology finds: the GERD is a hydroelectric, non-consumptive dam — it generates power by passing water through turbines rather than diverting it out of the basin. In steady-state operation after filling, the permanent loss to Egypt is small — mainly reservoir evaporation on the order of 1.6–1.9 bcm/yr from a deep, narrow highland reservoir that evaporates far less than shallow downstream storage — and regulated flow can even benefit Egypt through drought buffering and sediment reduction (Nature Communications 2020; IWA Water Policy 2025).
  • The legitimate concern that remains: the real risk is concentrated in (a) the filling period — rapid filling during a multi-year drought could materially cut flows and draw down Lake Nasser — and (b) the absence of a binding drought-coordination agreement, which leaves Egypt exposed to unilateral decisions in future droughts and compounding climate stress.

So the sentence that survives hostile reading in both directions: filling-and-drought risk (real, and fixable with a treaty) is not the same as a permanent reduction of Egypt's water (not well supported for normal operation). The rhetoric has been vivid: a June 2013 meeting of Egyptian politicians, unaware it was broadcast live, floated backing Ethiopian rebels and sabotaging the dam (President Morsi did not endorse it); Sisi's recurring "all options are open"; President Trump's October 2020 remark that Egypt "will end up blowing up that dam," which Ethiopia condemned as a "belligerent threat." Successive mediation tracks collapsed — the US/World Bank Washington process (2019–2020, which Ethiopia walked away from), the African Union process (stalled 2021), a July 2021 UN Security Council session that referred the matter back to the AU — and by March 2024 Egypt's water minister called further talks a "waste of time." Yet across all of it: no shot has ever been fired and no military action has ever been taken over the GERD. The dispute has stayed diplomatic, legal, and rhetorical [VERIFIED — the "war is coming" framing is analysis, not an event]. Post-2025 developments — an Egyptian declaration that talks are "frozen," Ethiopian announcements of further Blue Nile hydropower plans — are dated and fast-moving, and should be read as provisional.

Part 3 — The Tigris–Euphrates and Turkey's GAP

  • ISIS weaponized dams [DOCUMENTED]: in 2014 it seized the Mosul, Tabqa, and Fallujah dams and barrages, closing gates to flood farmland upstream and threatening to cut or drown cities downstream — water infrastructure used as an instrument of war, the opposite mechanism from marching to seize a river.

Part 5 — The Helmand: the one that turned lethal

  • Iran and Afghanistan [DOCUMENTED]: the 1973 Helmand River Treaty obligates Afghanistan to deliver Iran an average of 22 m³/s (plus 4 m³/s of "goodwill" — 26 m³/s total), with weak enforcement. Iran accuses the Taliban of withholding water via the Kajaki and Kamal Khan dams; the Taliban denies breaching the treaty and blames drought [DISPUTED — genuine two-sided disagreement].   • The genuine dispute, both sides as peers [DISPUTED]: did climate-driven drought help cause the Syrian civil war? Kelley et al. (2015, PNAS) argue the 2007–2010 drought — the worst in the instrumental record, made two-to-three times likelier by warming — drove rural-to-urban migration that fed the 2011 uprising. Selby et al. (2017, Political Geography) reply that the migration figures are overstated and that pre-drought economic liberalization and subsidy cuts, not climate, drove the dislocation. Part 7 — The law, and why no one can enforce a fair share

The 1997 UN Convention on the Law of the Non-Navigational Uses of International Watercourses codifies two principles that pull against each other — "equitable and reasonable utilization" (Articles 5–6, the upstream state's favorite) versus the obligation not to cause "significant harm" (Article 7, the downstream state's favorite) — and offers no formula to reconcile them; scholars call Article 7 the Convention's most controversial provision [VERIFIED]. Adopted 103–3–27 in 1997, it entered into force only in 2014 and has roughly 38 parties, with the key basin players — Turkey, Egypt, Ethiopia — all outside it (Egypt voted against or has not ratified; Ethiopia abstained and has not ratified) [DOCUMENTED]. Part 8 — The engineering escape [scarcity is not destiny]

The reason the predicted water wars keep failing to arrive: states facing scarcity have overwhelmingly chosen to manufacture new supply rather than fight for a river. Desalination and treated-wastewater reuse are the demonstrated alternative — Israel is the world's flagship proof-of-concept (its figures are covered in Document 32 and deferred to it here), and the Gulf states host roughly half of global installed desalination capacity [DOCUMENTED / ESTIMATE on the share]. The technique is energy- and brine-intensive and not free — but its existence weakens the deterministic step from "scarcity" to "war."
