Water in the Middle East — Rights, Scarcity, and the Engineering Escape¶

Part 0 — The lead, from the verified record¶
Two facts frame everything in this document, and neither is the one social media leads with:
1. There has never been a modern interstate war fought over water. The standard academic record — Oregon State University's Transboundary Freshwater Dispute Database, which has tracked every documented water interaction between states since 1948 — finds that cooperative water interactions outnumber conflictive ones roughly two to one, and that no modern war has been fought over water itself. The last true "water war" historians can name was fought between the city-states of Lagash and Umma around 2500 BCE [DOCUMENTED — Wolf et al., Oregon State TFDD]. The "coming water wars" genre — running since Boutros Boutros-Ghali's 1985 prediction that "the next war in the Middle East will be fought over water" — is a forty-year-old forecast that keeps not happening at the interstate level. The honest caveat, from the same scholarship: sub-national water violence — riots, protests, local armed clashes — is genuinely rising, and the Pacific Institute's Water Conflict Chronology documents the increase [DOCUMENTED]. Both findings appear in this document; forward projection in either direction is inherently [DISPUTED].
2. The region's driest country by natural endowment has the region's most secure water supply. Israel's renewable natural freshwater comes to roughly 84–90 cubic meters per person per year (World Bank data) — one of the lowest figures on earth, far below the UN's 500 m³ "absolute scarcity" threshold and a fraction of the 1,000 m³ water-poverty line [VERIFIED]. Yet Israel supplies water to Jordan under treaty, sells roughly 90 million cubic meters (MCM) per year to the Palestinian Authority, and in 2025 began pumping desalinated seawater into the Sea of Galilee — the first country ever to refill a natural freshwater lake from the ocean [VERIFIED — detailed in Part 6]. Water security decoupled from natural geography through desalination, world-record wastewater reuse, drip irrigation, and pricing. That engineering escape is the standard every other chapter of this document is measured against — and its costs and limits are documented here too.
Part 1 — The Tigris-Euphrates: upstream power, no treaty¶
The architecture of control¶
Turkey's Southeastern Anatolia Project (GAP) comprises a planned 22 dams on the Euphrates and Tigris — 19 built, including the Ataturk Dam on the Euphrates and the Ilisu Dam on the Tigris (filled 2019–20) [DOCUMENTED]. Turkey sits on the headwaters of roughly 90% of Euphrates flow and about half of Tigris flow [DOCUMENTED — CSIS, New Lines Institute].
No trilateral water treaty exists among Turkey, Syria, and Iraq. The entire legal architecture is: a 1987 Turkey-Syria protocol committing Turkey to an annual average of 500 m³/second of Euphrates water at the Syrian border — explicitly interim, "until a final arrangement" — and a 1990 Syria-Iraq accord splitting Euphrates water 42% Syria / 58% Iraq. Neither has an enforcement or dispute-resolution mechanism [VERIFIED — protocol terms]. Turkey treats the rivers as "transboundary" (sovereign) waters rather than "international" (shared) ones and has never accepted a binding allocation [DOCUMENTED — Turkish MFA position paper].
The flow numbers — a contested range, not a single figure¶
Iraqi officials have claimed Iraq receives as little as ~36% of historical flows; academic and advocacy sources cite reductions of up to 80% since 1975 on some measures. The honest presentation is a range — 36% to 80% depending on year, river, baseline, and measurement method — not any single number [DISPUTED]. Turkey's counter-case is also documented: peer-reviewed analysis shows basin precipitation down ~9.6% over four decades with evaporation up 6.3%; Turkey argues its dams regulate flow to Iraq's benefit and points to Iraq's wasteful, deteriorated irrigation infrastructure [DOCUMENTED as Turkey's stated position, with the precipitation data peer-reviewed].
Iraq's compounding crisis — and the 2025 turn¶
- Iraq hit its lowest water reserves in ~80 years during 2025 — falling from ~18 to ~10 billion cubic meters — amid what officials called the worst drought in a century [DOCUMENTED — official Iraqi figures via Chatham House, CNN]
- Satellite analysis shows the Mesopotamian marshes — the fabled wetlands re-flooded after 2003 — lost 76% of permanent and 63% of seasonal surface water between 2021 and 2025, a second desiccation [DOCUMENTED — Century Foundation satellite monitoring]
- The 2018 Basra salinity crisis hospitalized at least 118,000 people with water-related illness — seawater intrusion up the Shatt al-Arab from reduced river flow, plus pollution and mismanagement, per Human Rights Watch's 128-page investigation [DOCUMENTED]
- UN officials warn Iraq may meet only 15% of its water demand by 2035 [DOCUMENTED — projection, not observation]
The turn: in April 2024 Turkey and Iraq signed a 10-year framework agreement on joint water management — the first comprehensive water framework between them in decades — and in November 2025 signed the implementing accord widely dubbed the "oil-for-water" deal: Iraqi oil revenues finance Turkish-built dams, irrigation, and water infrastructure inside Iraq [VERIFIED — signings]. Iraq subsequently reported Euphrates inflow rising from ~240 to ~450 m³/s [DOCUMENTED — Iraqi government figures]. The critical caveat, stated plainly: the deal contains projects and financing, not binding water shares — Iraq's water remains tied to Turkish discretion and now to Iraq's own oil [DOCUMENTED — analyst assessments].
Syria: the basin's cautionary tale in both directions¶
Post-Assad Syria (from December 2024) inherited a wrecked water sector. Two documented episodes show what a lawless basin produces:
- The Alouk station: the water station supplying al-Hasakah (serving 500,000–1,000,000 people) was rendered inoperable repeatedly after Turkey's 2019 Operation Peace Spring — 36 to 40+ documented interruption episodes, including during the COVID-19 outbreak. Rights groups and peer-reviewed analysis document this as weaponization of water; Turkey and its allied forces deny deliberate intent [DOCUMENTED — the interruptions; DISPUTED — the intent]
- The Tabqa spillway, May 2026: heavy rains forced the Euphrates dam's spillway open for the first time in over 30 years, flooding communities in Raqqa and Deir ez-Zor. Same basin, opposite crisis, twelve months apart — analysts blame the legal vacuum for converting ordinary hydrological swings into humanitarian emergencies [DOCUMENTED]
Part 2 — The Nile and the GERD: the catastrophe that didn't come (yet)¶
The verified events¶
Ethiopia formally inaugurated the Grand Ethiopian Renaissance Dam — Africa's largest hydropower project, roughly doubling Ethiopia's generation capacity — on September 9, 2025. Egypt protested; Egypt and Sudan declined head-of-state attendance [VERIFIED].
The legal positions, each stated¶
- Egypt: the Nile is existential — ~97% of Egypt's freshwater — and Egypt claims historic rights under the 1929 and 1959 agreements (the 1959 treaty allocates Egypt 55.5 billion m³/yr and Sudan 18.5) and demands a binding agreement on filling and operation [VERIFIED — treaty allocations; DOCUMENTED — Egypt's framing]
- Ethiopia: it was party to neither colonial-era treaty; its use is governed by "equitable and reasonable utilization" under customary international water law; it rejects any arrangement preserving a downstream veto [DOCUMENTED]
- Sudan: split — it backed the dam in 2012 for flood control and cheap power, aligned with Egypt on demanding a binding operating agreement, and has oscillated with its internal politics and civil war [DOCUMENTED]
The claim tested: did the feared devastation happen?¶
No — not during filling. The 2020–2023 fill years coincided with above-average Blue Nile rainfall, and peer-reviewed satellite analysis found no significant reduction at Egypt's downstream reservoirs — Lake Nasser and Toshka actually gained surface area, with Egypt's High Aswan Dam buffer (162 bcm capacity) absorbing the fill [DOCUMENTED — Journal of Hydrology]. The honest completion of that finding: the benign outcome owed much to wet-year luck plus the Aswan buffer, and modeling still projects that a multi-year drought during joint operation could cost Egypt 10–15 bcm/yr absent coordination [DOCUMENTED — model projection, labeled as such].
The dispute has since inverted to high-flow management: after inauguration, Ethiopia's large releases coincided with record flooding in Sudan (1,200+ families displaced near Khartoum) and unusually high Nile levels in Egypt. Egypt's Irrigation Ministry blamed "reckless, unilateral releases"; Ethiopia blamed exceptional rainfall [DISPUTED — both positions stated].
Thirteen years of negotiations — including the 2015 Declaration of Principles and the AU-led track — have produced no binding agreement. A January 2026 US offer to restart mediation was welcomed by Egypt and Sudan; Ethiopia is wary [DOCUMENTED]. Egypt's underlying arithmetic is not disputed by anyone: per-capita water availability of roughly 500 m³/yr — at the absolute-scarcity line — with demand (~88.5 bcm) far exceeding renewable supply (~65.4 bcm), bridged by massive reuse [DOCUMENTED — official Egyptian figures].
Part 3 — The Jordan Basin: the region's one working water peace¶
The shared decline, attributed symmetrically¶
The Dead Sea drops roughly one meter per year; its surface has shrunk from ~960 to ~620 km² over five decades [DOCUMENTED]. The causes belong to everyone in the basin: upstream diversion of the Jordan and Yarmouk by Israel (National Water Carrier), Jordan (King Abdullah Canal), and Syria (Yarmouk dams) cut lower-Jordan inflow by over 90%; and the evaporation ponds of both the Israeli (ICL/Dead Sea Works) and Jordanian (Arab Potash) mineral industries account for roughly a third to 40% of the ongoing decline [DOCUMENTED]. No single-actor version of this story survives the numbers.
The 1994 Israel-Jordan water annex¶
Annex II of the 1994 peace treaty allocates Jordan 50 MCM/yr of additional water plus Yarmouk sharing and a storage arrangement under which Israel stores Jordan's winter water in the Sea of Galilee and returns it in summer [VERIFIED — treaty text]. It is the region's most consistently implemented bilateral water agreement — a precise formulation, because the 1959 Egypt-Sudan treaty also operates between its parties, and Jordan-Syria's Yarmouk agreements exist but are chronically violated [DOCUMENTED, phrased with that caveat].
In October 2021 Israel agreed to sell Jordan an additional 50 MCM/yr — doubling deliveries to its water-poorest neighbor [VERIFIED]. The current strain, both positions stated: the add-on lapsed in November 2025 and Israel has not renewed it, with Israeli officials reported to be linking renewal to Jordan softening its war rhetoric; Jordan has requested a five-year extension at 80 MCM; the UAE is attempting to broker a resolution [DOCUMENTED — the lapse; DISPUTED between the governments — the conditionality]. The related 2021 "water-for-energy" framework (Project Prosperity: 600 MW of Jordanian solar to Israel against 200 MCM/yr of Israeli desalinated water to Jordan) has been frozen since Jordan declined to sign in October 2023 [VERIFIED].
The contrast case in the same basin: Syria's Yarmouk record¶
Under the 1987 revision of the 1953 Jordan-Syria agreement, Syria was limited to 25 dams upstream of the joint Unity Dam. Syria built at least 42–49, cutting Jordan's Yarmouk flows by an estimated 60–80% in dry periods; the Unity Dam has never filled near capacity [VERIFIED — agreement terms; DOCUMENTED — violations]. This is the region's most sustained bilateral water-treaty violation, and it is almost never cited in public discourse about Middle East water — a Two-Border Test data point in its own right (Document 15).
Jordan's sovereignty hedge¶
Jordan formally abandoned the trilateral Red Sea–Dead Sea canal in June 2021 [VERIFIED] and replaced it with the ~$6 billion Aqaba-Amman Water Desalination and Conveyance Project — 300 MCM/yr of Red Sea desalination piped 450 km to Amman, roughly a third of national drinking demand, targeted around 2030, under a 30-year concession signed in 2025 [DOCUMENTED].
Part 4 — Iran: the self-inflicted collapse¶
Lake Urmia¶
Once the Middle East's largest lake (~6,000 km²), Urmia has lost ~95% or more of its water. The state's multi-billion-dollar restoration program produced a partial mid-2010s recovery that peer-reviewed analysis attributes substantially to wet years rather than policy; the lake then re-dried, reaching record lows in August 2025, and by late 2025 experts described it as effectively dry — with salt-storm risk for millions in the surrounding provinces [DOCUMENTED; whether the loss is past "the point of no return" is DISPUTED among scientists].
The ground is sinking¶
Peer-reviewed remote sensing (Science Advances) shows ~56,000 km² of Iran subsiding from groundwater mining, with hotspots exceeding 35 cm per year — among the fastest rates measured anywhere on earth [DOCUMENTED]. GRACE satellite data show equivalent groundwater-storage declines of ~29 cm/yr sustained over two decades [DOCUMENTED].
The Tehran emergency — the statements are real¶
On November 6, 2025, President Masoud Pezeshkian publicly warned that without December rains Tehran would face rationing and that if drought persisted, "we will have no water and must evacuate Tehran"; he separately argued Iran has "no choice" but to move its capital off the drying central plateau. The statements are on the record and repeatedly reported [VERIFIED]; officials later softened the "evacuation" framing. The conditions behind them: Tehran's supplying reservoirs around 11% full, 19 major dams nationwide under 5% of capacity, and de-facto overnight rationing amid official denials [DOCUMENTED — official figures plus reporting].
Attribution, handled honestly¶
The scholarship's term is "anthropogenic drought": roughly 90% of Iran's water goes to subsidized, water-intensive agriculture; decades of dam overbuilding and inter-basin transfers — dominated by the IRGC-linked Khatam al-Anbiya contracting network critics call the "water mafia" — did the structural damage, compounded by real climate stress [DOCUMENTED — both strands]. Iranian officials emphasize drought; the scientists who have studied it longest (Madani, AghaKouchak) emphasize mismanagement. The weighting is [DISPUTED]; the water protests are not — Khuzestan's 2021 "uprising of the thirsty" and the Isfahan farmers' protests on the dried Zayandeh Rud riverbed are documented, as is their suppression [DOCUMENTED].
The Helmand file¶
The 1973 treaty entitles Iran to 820 MCM/yr of Helmand River water from Afghanistan [VERIFIED — treaty terms]. Iran accuses the Taliban of withholding water at the Kajaki Dam; the Taliban cite drought; a May 2023 border clash killed two Iranian guards and one Taliban fighter [VERIFIED — the clash]. Whether Afghanistan deliberately withholds treaty water is [DISPUTED]. The Hamoun wetlands of Sistan, fed by the Helmand, are desiccated [DOCUMENTED].
Part 5 — The Gulf: living on machines¶
- Desalination shares of drinking water: Qatar ~100%; Bahrain ~100% (groundwater held as contingency); Kuwait ~90%; Oman ~86%; Saudi Arabia ~70%; UAE over 80% of potable supply. The GCC produces roughly a third of the world's desalinated water [DOCUMENTED]
- The brine ledger: Saudi Arabia, the UAE, Kuwait, and Qatar produce an estimated ~55% of global desalination brine, measurably raising salinity in the shallow Gulf — "one of the most anthropogenically affected regions in the world" [DOCUMENTED]
- The Saudi wheat parable: subsidized fossil-aquifer mining made Saudi Arabia self-sufficient in wheat by 1985 and briefly a top-six world wheat exporter — before the kingdom shut the entire program down by decree, ending domestic procurement in 2016, explicitly because the non-renewable aquifers were being destroyed [VERIFIED — policy decrees and dates]. It is the region's clearest documented case of a state recognizing hydrological reality and reversing course
- Wartime exposure: desalination plants are strategic chokepoints. Qatar once assessed a roughly 3-day buffer if production failed and has since built 15 mega-reservoirs targeting a week or more; Saudi Arabia's Riyadh reservoir was certified in 2023 as the world's largest drinking-water storage facility [DOCUMENTED]
Part 6 — Israel, the Palestinians, and the water the arguments are about¶
This section is built to survive hostile reading from both directions. The undisputed record leads; the contested numbers appear with both sides' methodologies; characterizations are attributed, never narrated.
6.1 The undisputed spine¶
- Oslo II, Annex III, Article 40 (September 1995) codified existing extraction from the shared Mountain Aquifer at roughly 80% Israel / 20% Palestinian — a figure used by critics and neutral summaries alike [VERIFIED]. Israeli sources emphasize that this ratified pre-1967 use patterns rather than creating a new taking; Palestinian sources emphasize that it froze an inequity in place. Both readings are on the record
- The interim froze. Article 40 was a five-year interim arrangement pending final-status talks. It has now governed for ~30 years with allocations fixed at 1995 population estimates while the Palestinian population roughly doubled. This is the one point on which the World Bank, the EU, and Israeli and Palestinian hydrologists all agree [VERIFIED]
- The double permit gate. The Joint Water Committee (JWC) created by Article 40 requires consensus — each side a veto — and in Area C its approval is necessary but not sufficient: a second permit from the Israeli Civil Administration is also required, which is where most Palestinian water projects have stalled [VERIFIED — documented by Amnesty, B'Tselem, and the World Bank]. The PA stopped convening the JWC around 2010 (saying it was forced to approve settlement projects as the price of its own; Israeli sources say the boycott was aimed at Israeli communities' infrastructure — attribution [DISPUTED], the seven-year freeze itself undisputed); the committee was revived by agreement in January 2017 [VERIFIED]
- The network hemorrhage. A third to half of water delivered into Palestinian distribution systems is lost to leaks and unauthorized connections before reaching a tap. This is a World Bank figure, not an Israeli talking point [VERIFIED]
- Israel supplies ~90 MCM/yr to the PA — roughly triple its Oslo obligation. Most of it is sold, not granted; Palestinians note they must buy it in part because the permit regime blocks their own development. Both halves of that sentence are accurate [VERIFIED — the volume; the characterization contest stated]
6.2 The contested-numbers box — both methodologies¶

The calibration this site states: the ratio — roughly 3:1 — survives most counting choices; the absolute numbers don't. Both restriction and mismanagement are documented; the weighting is the contest [DISPUTED, with both methods printed above].
6.3 The 2024–26 West Bank record — both columns¶
Documented against Israel/settlers [VERIFIED via OCHA]:
- 1,828 settler attacks causing casualties or property damage in 2025 — the highest since OCHA monitoring began in 2006
- Spring seizures continuing a pattern OCHA first mapped in 2012 (56 springs targeted, 30 under full settler control); Ein Samiya spring — serving ~20 villages — attacked 10 times in 2025 and six more by mid-2026
- Demolitions of water and sanitation structures in Area C running at ~14 per month through 2025 and January–July 2026 — more than triple the 2009–24 average; 65% of all structures demolished for lacking permits since 2025 were agricultural, livelihood, or water-sanitation structures
- A widely circulated count of "over 350 attacks targeting water infrastructure in 2025" is single-sourced in its water-specific form and is flagged as such here [SINGLE-SOURCE — the underlying OCHA incident record is verified; this particular tabulation is not independently confirmed]
Documented on the other side of the ledger [DOCUMENTED]:
- Several hundred unauthorized wells drilled in violation of Oslo (Israeli official figure; scale disputed) and systematic tapping of Mekorot lines — theft reported to drain supply from Israeli and Palestinian consumers alike
- The PA's fiscal collapse: unpaid water, electricity, and sewage debts to Israeli suppliers were among the grounds for ~$1 billion in clearance-revenue deductions over five years; utilities that cannot pay Mekorot deepen their own supply cuts
6.4 Gaza — the two-borders block¶
The baseline nobody disputes: Gaza's coastal aquifer was 96–97% unfit for human consumption before October 7, 2023 — the UN's and the Palestinian Water Authority's own standard figure [VERIFIED]. The cause: roughly two decades of extraction at ~3× sustainable yield (~160–200 MCM/yr pumped against ~55–60 sustainable) plus sewage contamination, under Hamas governance — while Hamas diverted pipe and cement to its tunnel network (Document 13). Israel's three Mekorot pipelines supplied ~13% of Gaza's water [VERIFIED]. The catastrophe was overwhelmingly domestic and a generation in the making before the war began.
The wartime record, dated and attributed:
- October 9, 2023: Israel cut all three Mekorot lines as part of the declared "complete siege" — the genuinely culpable dated act in Israel's column, and this site does not launder it [VERIFIED]
- October 28, 2023: the second line reopened — 19 days later — restoring roughly 28.5 of the pre-war ~49 million liters/day [VERIFIED]
- War damage crippled ~80% of Gaza's water and sanitation infrastructure by UN assessment: over 75% of wells out of service, 100 km of mains damaged, both desalination plants out of operation [VERIFIED — UN assessments; individual-incident attribution contested by Israel]
- Human Rights Watch characterized the water deprivation as "acts of genocide" [ADVOCACY-CHARACTERIZATION — attributed to HRW; Israel rejects it; see the two-crimes distinction in the Gaza genocide FAQ — deliberately restricting essentials is chargeable as a war crime and crime against humanity without the genocide element]
The recovery record, both accounts [each tagged]:
- The Gaza City Mekorot valve reopened February 2, 2026 after Israeli-facilitated repairs; the three lines were delivering ~42% of pre-war volumes by mid-February, unreliably (UN figures) [VERIFIED]
- COGAT's ceasefire reporting documents repeated coordinated repairs to the Nahal Oz, Birkat Sa'id, and Bani Suheila lines and to the electricity line feeding the southern desalination plant [OFFICIAL PARTY — flagged]
- UN and NGO reporting counters that fuel and equipment restrictions still impede repairs [DISPUTED — restoration-pace attribution]
- Consumption: UNICEF put Gaza at 22 liters/person/day in mid-2026 against 85.6 pre-war, with ~70% of pumped water lost to leaks under rubble; progress markers include 4 desalination plants reactivated, 40 wells rehabilitated, and the Khan Younis plant producing ~16,000 m³/day [VERIFIED — UN figures, reported as the range they are]
Two borders, three neighbors — the comparison the indictment never runs:
Gaza has exactly two land neighbors: Israel (~59 km) and Egypt (~13 km at Rafah). Jordan — often loosely grouped in — does not border Gaza at all. Run the same tests on all three:

What the comparison establishes [ANALYTICAL FRAMEWORK]: the state condemned as Gaza's water villain is the only neighbor that ever put water into Gaza, while the other border state contributed nothing to Gaza's water supply in twenty years, sealed its door harder than Israel sealed anything pre-war, and monetized the exit — and appears in almost no indictment. A framing that assigns total causal responsibility to one of two border states, and cannot even name the second, is measuring the speaker's target, not the territory's reality. That is the Two-Border Test (Document 15, Part 3.5.7) in its purest form.
